“It’s raining needles”: Drug crisis creates danger to public, environment

They hide in weeds along hiking trails and in playground grass. They wash into rivers and float downstream to land on beaches. They pepper baseball dugouts, sidewalks and streets. Syringes left by drug users amid the heroin crisis are turning up everywhere.

In Portland, Maine, officials have collected more than 700 needles so far this year, putting them on track to handily exceed the nearly 900 gathered in all of 2016. In March alone, San Francisco collected more than 13,000 syringes, compared with only about 2,900 the same month in 2016.

People, often children, risk getting stuck by discarded needles, raising the prospect they could contract blood-borne diseases such as hepatitis or HIV or be exposed to remnants of heroin or other drugs.

It’s unclear whether anyone has gotten sick, but the reports of children finding the needles can be sickening in their own right. One 6-year-old girl in California mistook a discarded syringe for a thermometer and put it in her mouth; she was unharmed.

“I just want more awareness that this is happening,” said Nancy Holmes, whose 11-year-old daughter stepped on a needle in Santa Cruz, California, while swimming. “You would hear stories about finding needles at the beach or being poked at the beach. But you think that it wouldn’t happen to you. Sure enough.”

They are a growing problem in New Hampshire and Massachusetts, two states that have seen many overdose deaths in recent years.

“We would certainly characterize this as a health hazard,” said Tim Soucy, health director in Manchester, New Hampshire’s largest city, which collected 570 needles in 2016, the first year it began tracking the problem. It has found 247 needles so far this year.

Needles turn up in places like parks, baseball diamonds, trails and beaches – isolated spots where drug users can gather and attract little attention, and often the same spots used by the public for recreation. The needles are tossed out of carelessness or the fear of being prosecuted for possessing them.

One child was poked by a needle left on the grounds of a Utah elementary school. Another youngster stepped on one while playing on a beach in New Hampshire.

Even if adults or children don’t get sick, they still must endure an unsettling battery of tests to make sure they didn’t catch anything. The girl who put a syringe in her mouth was not poked but had to be tested for hepatitis B and C, her mother said.

Some community advocates are trying to sweep up the pollution.

Rocky Morrison leads a cleanup effort along the Merrimack River, which winds through the old milling city of Lowell, Massachusetts, and has recovered hundreds of needles in abandoned homeless camps that dot the banks, as well as in piles of debris that collect in floating booms he recently started setting.

He has a collection of several hundred needles in a fishbowl, a prop he uses to illustrate that the problem is real and that towns must do more to combat it.

“We started seeing it last year here and there. But now, it’s just raining needles everywhere we go,” said Morrison, a burly, tattooed construction worker whose Clean River Project has six boats working parts of the 117-mile (188-kilometer) river.

In Santa Cruz, California, the community group Take Back Santa Cruz has reported finding more than 14,500 needles in the county over the past 4 1/2 years. It says it has received reports of 12 people getting stuck, half of them children.

“It’s become pretty commonplace to find them. We call it a rite of passage for a child to find their first needle,” said Gabrielle Korte, a member of the group’s needle team. “It’s very depressing. It’s infuriating. It’s just gross.”

Some experts say the problem will ease only when more users get treatment and more funding is directed to treatment programs.

Others are counting on needle exchange programs, now present in more than 30 states, or the creation of safe spaces to shoot up – already introduced in Canada and proposed by U.S. state and city officials from New York to Seattle.

Studies have found that needle exchange programs can reduce pollution, said Don Des Jarlais, a researcher at the Icahn School of Medicine at Mount Sinai, in New York.

But Morrison and Korte complain poor supervision at needle exchanges will simply put more syringes in the hands of people who may not dispose of them properly.

After complaints of discarded needles, Santa Cruz County took over its exchange from a nonprofit in 2013 and implemented changes. It did away with mobile exchanges and stopped allowing drug users to get needles without turning in an equal number of used ones, said Jason Hoppin, a spokesman for the Santa Cruz County.

Along the Merrimack, nearly three dozen riverfront towns are debating how to stem the flow of needles. Two regional planning commissions are drafting a request for proposals for a cleanup plan. They hope to have it ready by the end of July.

“We are all trying to get a grip on the problem,” said Haverhill Mayor James Fiorentini. “The stuff comes from somewhere. If we can work together to stop it at the source, I am all for it.”

Here’s what to do if you find a needle:

  • Don’t pick it up. You could get infected.
  • Call the proper authorities to come pick it up. Call a drug hotline or your local health department. Don’t call 911 unless there is a health risk, imminent danger, or an emergency.
  • If you opt to discard of it yourself (which is not advised), minimize hand contact. Use sturdy gloves, disposable tongs, a shovel or dustpan, and put needles in a puncture-proof container.
  • If you get poked, don’t suck the wound. Go immediately to your doctor, emergency room, or urgent care and ask about medical tests and immunizations.
  • Tell your kids about needle stick risks. Show them what a syringe looks like and use age-appropriate language to describe why they should stay away from it. Tell them if they see any needles to find an adult, who should follow the steps described above.

The Core Exercise Trainers Love (No, It’s Not A Plank)

We’re not here to play games: The truth is, there’s no magical workout move that does it all. However, there are certain exercises that set you up to move better and lift things more easily. “The most common mistake I see people make is beginning with the back arched,” Kast says. Fix this by flattening your back on the floor before you start moving, and be conscious to maintain that position throughout the entire exercise.
“This move is an amazing opportunity to begin linking your breath to your movement, which is key for mastering any exercise or sport,” says Kast. Inhale as you lower your arm and leg and exhale as you pull them back in.

Keep your arms extended by your sides on the ground or directly overhead. Bring your legs into that same tabletop position and — keeping your knees bent at 90 degrees — lower your right heel to tap the ground. Return your leg to the starting position, and repeat with your left leg. By shortening the length of your legs, you reduce the load on your core, thus requiring less stability, and you’re using your arms to help you balance. Do 10 reps on each side, alternating legs each rep.

CBSE won’t apply its 3 Indian language plan for Class 10 Board exam till 2020

In a sigh of relief for all board students and their parents, the Central Board of Secondary Education (CBSE) has recently come up with a new plan (three-language formula) for Class 10 Board examination.

According to a new proposal, if a student is currently studying in Class 7 or above, need not worry about shifting to schools affiliated to CBSE where three-language formula is applicable.

Here’s why:

  • It is speculated that the government has decided this keeping in view the schedule of students studying in the current academic session and does not want to disturb them.

When did the proposal of three-language formula come in?

  • Last year, in December, CBSE had sent the proposed three-language formula for secondary education to Human Resource Development (HRD) Ministry, clearing all the doubts over it and when the new scheme would be implemented
  • As per sources, there were differences in the existing three-language formula of CBSE and the proposed scheme:
    1. The scheme extends till Class 10
    2. It will not include foreign languages as one of the options for students.

Key notes of the new plan:

  • In the new plan, candidates are required to take up three Indian languages listed in schedule VIII of the Constitution, one of which could be English
  • The three languages would be main subjects in the Class 10 board exams
  • Also, students can study a foreign language, or a non-listed Indian language, as an additional subject, which will be non-qualifying in nature.

According to a senior HRD official, even if the new plan is approved by the ministry and CBSE starts working on the scheme it would not “happen before 2019-20”.

“When the scheme is implemented will depend on the how soon the policy is finalised. Once the policy is framed, the schools would need to be given time as under this formula a student will get the option of 22 languages, for which teachers need to be appointed,” said  CBSE official in recent TOI report.

Windows 10 Build 15019 may be about games, but its many bugs could spoil the fun

The gaming-focused Windows 10 Insider build that Microsoft promised earlier this week, with Game Mode, Beam livestreaming and other features, is rolling out—but with some game-breaking bugs, unfortunately.

What’s officially known as Build 15019 for the Insider Fast Ring also includes a number of more general improvements, including a version of Edge that will read your ebooks aloud and a better out-of-box experience, complete with voice actors to guide you through the process.

If you’re hoping to try out the new PC-centric Game Mode for yourself, though, be wary: Microsoft warned that unspecified “popular games” may experience crashes or black screens when loading, and clicking on certain elements in a Win32 game may cause it to be minimized (and therefore unplayable) unless killed. Even the new Game Mode will show up as OFF when in fact it’s enabled by default. Also, be aware of one download glitch: The issue Microsoft had with its progress bar is still there, so the download will still show “0% completed” even when it’s actually downloading.

“We recognize that this is painful for those wanting to try out the new gaming features announced this week,” Microsoft’s Insider chief, Dona Sarkar, wrote in a blog post. “We deliberated a lot on whether to release this build to Insiders with these issues; however we decided to go ahead and release it as we need feedback from Insiders on other areas of the OS.”

Build 15019 is specifically optimized for gaming, with new additions to both the Xbox One and Windows 10 platforms. (A separate build for Xbox Insiders should roll out today, with support for Screentime, a parental control that is already on Windows 10.) Our previous story outlined the new additions, but we’ll briefly recap them here:

Game Mode: a specific mode for the PC that minimizes the resources other background tasks have at their disposal, giving the game all of the resources your PC can spare. My colleague Brad Chacos has outlined what Game Mode does for your PC. The Windows Game Bar now supports 17 more games in fullscreen mode, including Battlefield 3, Call of Duty Black Ops 2, FIFA 14 and FIFA 17, Rocket League, and more.

Gaming Settings: Microsoft has consolidated gaming controls for Game Bar, GameDVR, and more into a Gaming section in Windows 10’s Settings.

Beam livestreaming: Microsoft bought Beam and its livestreaming technology last year to take the games you’re playing on Windows 10 and the Xbox and broadcast them to others on the Internet. You’ll be able to trigger the Game Bar (Win + G) and show others how fast you can drive in Forza Horizon 3.

Action Center now keeps tabs on your games.

Microsoft also revealed a small additional convenience: If you buy a game from the Microsoft Store app, you’ll be able to track its download progress in the Action Center notifications. The company also fixed a bug that would crash the display controller if an Xbox controller was attached, and another that could cause the screen to flicker if a player used Alt + Tab to change focus to another window.

A better out-of-box experience

Having just reset a balky Surface Pro 4 that couldn’t get past Build 15002, I can confirm that the out-of-box experience that build introduced is excellent—and Build 15019 promises to improve on it even more. Setting up a new PC is now voice-driven: Cortana asks you the questions you’d normally have to be at your keyboard to answer. (For those who are unable to hear Cortana, there are now subtitles.)

With build 15002 and the latest build 15019, you can be working away at another PC while Cortana’s voice asks you if you’d like to accept the default options and other questions. It’s fun to holler “Yes!” and keep typing.

At one point during build 15002’s reset process, Cortana’s voice was replaced by a more robotic text-to-speech voice. That’s been fixed, with additional voice acting in place to maintain a consistent, pleasant tone. A bit of spit and polish has updated the UI, including the way in which you sign in with a Microsoft account. Windows Hello enrollment, which simply asks you to smile at the camera for a second or two, has also been updated.

Troubleshooters, all in one place

I have sporadic issues at my home office where my Wi-Fi connection needs to be reset, requiring me to right-click my Wi-Fi icon on the Taskbar and launch the troubleshooter. For Build 15019, Microsoft’s grouped all of the Troubleshooter options inside Settings > Update & Security > Troubleshoot so you can see the complete list, including tools for resolving printer issues, Windows updates, Bluetooth, and more.

Build 15019 adds a number of other useful features, most of which don’t require that much additional explanation:

  • A new “read aloud” button in Microsoft Edge will read ebooks stored in Edge in 24 languages.

IBM beefs up its powerful cognitive computers with Google’s AI tools

Google has cool technology to recognize images and speech, and IBM’s hardware can diagnose diseases and beat humans in Jeopardy.

Combine the two, and you get a powerful computer with serious brains.

IBM is merging Google’s artificial intelligence tools with its own cognitive computing technologies, allowing deep-learning systems to more accurately find answers to complex questions or recognize images or voices.

Google’s open-source TensorFlow machine-learning tools are being packed into IBM’s PowerAI, which is a toolkit for computer learning. The two can be combined to improve machine learning on IBM’s Power servers.

A computer learns as more data fed into its system, much like how a human learns.  PowerAI and TensorFlow tools can help track patterns and classify data, and spit out approximate answers to queries. The answers will be more accurate as a computer learns more.

IBM already has Watson, which uses advanced software and hardware to find answers to complex questions. But PowerAI is more customizable compared to Watson, which is more of a pre-packaged set of hardware, software, and cloud technologies targeted at use models like medicine and finance.

Integrating TensorFlow into PowerAI will solve a big problem of installing Google’s machine-learning technologies on Power systems, said Sumit Gupta, vice president of high-performance computing and analytics at IBM.

Right now, customers have to download TensorFlow from Google’s site and install it separately, which can be time-consuming. The optimization of TensorFlow for PowerAI will make provide a hassle-free way of installing TensorFlow, Gupta said.

Google also upgrades TensorFlow every month or so, and keeping up is a headache for customers, Gupta said. IBM will update PowerAI with the latest TensorFlow tools every quarter.

IBM isn’t creating a fork of TensorFlow for PowerAI, though that could be on the roadmap, Gupta said. The company has created a version of the open-source Caffe deep-learning framework for its PowerAI toolkit.

Forking TensorFlow to work with specific hardware or applications is commonplace. Specific versions of TensorFlow have been created for use with GPUs from Nvidia, embedded devices, robots, and drones.

Integrating and optimizing TensorFlow for PowerAI also speeds up machine-learning. The new PowerAI is designed for IBM Power Systems S822LC server, which has the speedy Nvidia NVlink interconnect to connect to GPUs, where most of the computer learning takes place. The NVlink is faster than the PCI-Express 3.0 interface on most servers today. The S822LC server is designed to work with Nvidia’s Tesla P100 GPU.

Those who don’t own IBM hardware but want to test the latest version of PowerAI with TensorFlow can do so on a cloud service provided by Nimbix.

Beyond computer learning, PowerAI can help in fraud detection or recommendation engines, especially for shopping. As a computer learns from input, patterns, and classifications, it’ll be more adept at identifying suspicious transactions, which is valued by financial institutions, Gupta said. The recommendations engine can help online stores sell more products.

PowerAI is not as popular as Watson, which became famous as a high-powered computer that beat a human in jeopardy. But PowerAI, TensorFlow, and Watson overlap, and also complement each other to build powerful learning models, Gupta said. A company using Watson may plug in TensorFlow or PowerAI for specific computer-learning tasks.

Many machine-learning frameworks like Caffe, Torch, and Theano are now integrated into PowerAI.

Vizio adds Google Home support to its SmartCast TVs and home audio gear

In 2016, Vizio was big on building Google Cast support (the underpinnings of Chromecast) into its TVs, home theater displays, soundbars, and wireless speakers via the SmartCast line.

For 2017, Vizio’s adding Google Home compatibility. Instead of casting media from a phone or tablet (like a sucker!) Vizio owners can now verbally order Google Home to play music from Spotify on the living room speakers, or start binge-watching Netflix’s The Crown in the den.

The new functionality is available now on Vizio’s SmartCast E-, M-, and P-Series televisions and home theater displays, as well as the company’s home theater sound bars and wireless speakers.

Home integration allows for a variety of voice controls for anyone who owns Google’s smart speaker and a Vizio SmartCast device. You can, for example, adjust the volume, start or stop playing music, as well as skip or repeat a music track. Video controls for Netflix are similar, including the ability to rewind a video or skip to the next episode in a series.

Vizio has also added the ability to power on displays and TVs via Google Home using the Quick Start Power Mode—a user-activated feature that will eat up a little more power than regular standby. Let’s say you wanted to play Netflix’s Narcos on the upstairs TV. Using the command, “Okay, Google Play Narcos upstairs” would not only start the show on that TV but also activate the television.

The story behind the story: While Quick Start Power Mode is a nice-sounding feature, most people with a newer television set can do this just with a regular Chromecast and Google Home. Newer TVs usually come with a feature called HDMI-CEC (HDMI Consumer Electronics Control) that lets connected devices such as Chromecast have limited control of the television set. When CEC is enabled for the Chromecast’s HDMI port the TV can be turned on or switch to the correct input via Google Home or casting from a smartphone.

Anyone can sign up to see a sneak peak of AMD’s upcoming Zen CPU in action on Dec. 13.

Reading between the lines, it’s possible AMD will show off the rumored quad-core version of Zen. Recent unconfirmed leaks show AMD with four Zen-based CPUs in the “Summit Ridge” family at launch early next year. The top end may include two eight-core chips with Simultaneous Multi-Threading, as well as the SR5 with six cores, and a quad-core SR3.

The bombshell, if the rumors are correct, would be the aggressive pricing. The highest-end 8-core will be $500, while a second, slower eight-core chip could be as low as $350. Even more disruptive would be a six-core SR5 for $250 and a quad-core SR3 for $150. For comparison, Intel charges nearly $320 for its quad-core Core i7-6700K chip, and the cheapest six-core costs $380.

Why this matters: Intel has essentially had no competition from AMD for nearly a decade in the performance arena, and it has shown. The 10-core Core i7-6950X launched in May at an astounding $1,723. If Summit Ridge can hit the performance AMD claims, and at the rumored prices, 2017 will bring a CPU war unlike any we have seen in years.

Sanofi Pasteur, the vaccines division of French pharmaceutical companySanofi launched six-in-one vaccine designed for the infantsto protect them against six diseases, which includes polio.

The vaccine, called Hexaxim, is introduced especially for the infants and toddlers from six weeks to 24 months of age. This will also provide protection against the mentioned major diseases: Diphtheria, tetanus, pertussis (whooping cough), polio, Haemophilus influenza B and Hepatitis B.

“We are very excited and proud to introduce India’s first six-in-one combination pediatric vaccine,” Jean-Pierre Baylet, Country Head – Sanofi Pasteur India, Nepal and Sri-Lanka, said in a statement.

With a motive to reduce administration time and the number of injection that children receive, this innovative vaccine has been introduced. “Hexaxim today protects infants in more than 60 countries, with over 20 million doses distributed worldwide,” Sanofi Pasteur said
