The HRD ministry has recently asked the All India Council for Technical Education (AICTE) to explain and mention suitable norms for holding such an exercise.

The HRD ministry has told the AICTE that the proposal is in line with the government’s policy and it could incorporate suitable regulations to enable the holding of such a test, sources said.

The ministry has taken this decision to bring in greater transparency, maintain higher standards and also try to ensure that students are saved from the burden of taking too many tests, the sources said. The ministry is also in favour of seeking constructive suggestions from states and Deemed Universities for the successful holding of such a test, they added.

CBSE won’t apply its 3 Indian language plan for Class 10 Board exam till 2020

A senior official said that “even if the new plan is approved by the ministry and CBSE starts working on the scheme it would not” happen before 2019-20.

  • Maharashtra textbook dowry shocker: Will correct it, not in power when syllabus framed, says Education Minister
  • Why is CBSE removing its international curriculum?

In a sigh of relief for all board students and their parents, the Central Board of Secondary Education (CBSE) has recently come up with a new plan (three-language formula) for Class 10 Board examination.

(Read: Why is CBSE removing its international curriculum?)

According to a new proposal, if a student is currently studying in Class 7 or above, need not worry about shifting to schools affiliated to CBSE where three-language formula is applicable.

Here’s why:

  • It is speculated that the government has decided this keeping in view the schedule of students studying in the current academic session and does not want to disturb them.

(Read: CBSE Class 10 Board exams to get compulsory, official notification released at cbse.nic.in)

When did the proposal of three-language formula come in?

  • Last year, in December, CBSE had sent the proposed three-language formula for secondary education to Human Resource Development (HRD) Ministry, clearing all the doubts over it and when the new scheme would be implemented
  • As per sources, there were differences in the existing three-language formula of CBSE and the proposed scheme:
    1. The scheme extends till Class 10
    2. It will not include foreign languages as one of the options for students.

Key notes of the new plan:

  • In the new plan, candidates are required to take up three Indian languages listed in schedule VIII of the Constitution, one of which could be English
  • The three languages would be main subjects in the Class 10 board exams
  • Also, students can study a foreign language, or a non-listed Indian language, as an additional subject, which will be non-qualifying in nature.

According to a senior HRD official, even if the new plan is approved by the ministry and CBSE starts working on the scheme it would not “happen before 2019-20”.

“When the scheme is implemented will depend on the how soon the policy is finalised. Once the policy is framed, the schools would need to be given time as under this formula a student will get the option of 22 languages, for which teachers need to be appointed,” said  CBSE official in recent TOI report.

Japanese robot’s dream shattered: Fails to crack University entrance exam

A Japanese robot named Torobo-kun with artificial intelligence failed miserably in a standard entrance exam of the University of Tokyo. Several attempts have been made by Torobo-kun to pass the National Centre Test.

A Japanese robot named Torobo-kun with artificial intelligence failed miserably in a standard entrance exam of the University of Tokyo. The robot  has now failed in the entry exam for four years in a row and will have to work in a “real job” in industry now.

Arai, a professor at the National Institute of Informatics, who heads the team behind Torobo-kun said, ”As the robot scored about the same as last year, we were able to gauge the possibilities and limits of artificial intelligence. From now on, we will grow its abilities in the fields it’s doing well in and aim to improve them to levels that can be applied in industry.”

Several attempts have been made by Torobo-kun to pass the National Centre Test, a standardised exam adopted by Japanese universities, since 2013, ‘The Asahi Shimbun’ reported. The robot tackled a mock exam designed by education-publishing company Benesse Corp, just like it had in 2015.

(Read: Srinagar schools to have smart classes before current fiscal year ends: J-K govt)

About the entrance test:

The exam consisted of eight tests in five subjects and the robot scored 525 out of 950. The score was 14 points higher than last year, but the robot received an overall standard deviation score of 57.1. Since a score of at least 80 per cent is said to be required to be accepted by the University of Tokyo’s liberal arts courses, the robot was far from the required level.

However, Torobo-kun’s score meant that it would have had a chance of 80 per cent or higher to get into 1,373 departments in 535 universities throughout Japan.

Mumbai teacher urges SSC to change exam timetable

SSC Exam

Teachers in Mumbai urged the Secondary School Certificate (SSC) Board to provide a 3-day gap between social studies and sciences in order to provide enough time for the student to revise their syllabus and retain what they had studied earlier to the fullest.

Following the timetable released by the SSC on Tuesday, Mumbai teachers expressed their concerns and complained that back-to-back papers can discredit and demoralise the students.

Teachers’ concern over SSC timetable:

  • The Mumbai Teacher’s Parishad on Tuesday in a letter also asked the Maharashtra State Board of Secondary and Higher Secondary Education to make changes in the timetable released on October 29
  • The SSC board used to keep gaps between papers to lessen students stress during the exam, said the teachers. “Usually, the board keeps a day’s gap between two papers. So, we were surprised when it didn’t do so this year,” said secretary of the teachers’ association, as reported in HT
  • “All three papers are content heavy. They should be set a day apart from each other so that students get time to refresh their minds before the next paper,” said Anil Bornare
  • The teachers’ complaint is that the SSC timetable has three papers – science, history and civics, and geography and economics – from March 20 to 22.

What does the SSC says?

Despite the concern express by the teachers, the board responded that in their attempt to wrap up the exam early, too many gaps couldn’t be provided.

“The SSC exam is already delayed by a week because of elections in the state. We have to finish them early so that results can be announced on time,” said the chairperson of the board, Gangadhar Mhamane.

The board said that there are gaps for difficult papers such as math and sciences. “Each of the social studies theory paper carries only 40 marks so it will not be a burden on students,” added Mhamane.

370 teachers err in correcting Gujarat board exam answer sheets

Representational image

A shocking figure of 370 board evaluators, who purportedly marked the answer sheets of class 10 and 12 wrong, came into the knowledge of the Gujarat Secondary and Higher Secondary Education Board (GSHSEB).  Last year, 180 teachers were caught using flawed concept, however the number is double this year.

Precautions taken by GSHSEB:

  • Having deciphered 180 teachers with illicit manner of correction, the board refrained the 180 teachers from checking this year
  • But, despite keeping them barred and reforming the evaluation system this year, the board rectified double number of teachers repeating the same mistake
  • Also, the board has introduced another pattern to select the teachers for correction. Every teachers is scaled out of 100 points on the basis of her qualification and experience

For instance:

Per year teaching experience: one point

Graduation: 10 points

Post-graduation: five points

Graduate training: 10 points

MEd/MPhil: five points

Teachers must not have more 35 years of experience.
“The identification of such evaluators is almost complete. This will be followed by issuing notices to them for a hearing,” confirmed GSHSEB deputy chairman R R Thakkar.

Why are teachers taking the job lightly?

  • There is no stringent way to punish the mistake
  • A teacher will be penalized for about Rs 100 or 500 maximum for committing 10-mark errors in correction
  • The committee has been overlooking the following errors:
    • Totaling mistakes
    • Awarding marks
    • Wrong entry

“We have ignored a difference of one or two marks in tallying and data entry, but identified major blunders like answers or portions not evaluated, completely ignoring duplication of answers and awarding marks, wrong entry of marks reflecting major differences and even major discrepancies error in totaling,” revealed a senior board official.
